Home Office, January 7, 1915. IN reply to your letters of the 15th and 16th ultimo, with reference to the note received from the Netherlands Minister, dated the 3rd December, forwarding a copy of the final protocol of the 3rd International Opium Conference, I am directed by Mr. Secretary McKenna to say that he notes the reply returned to the Minister's communication, and concurs in Secretary Sir Edward Grey's proposal that no further steps be taken in the matter, beyond presenting the papers to Parliament.
